Yep, that was why I needed the hammer. The eyelets are made so that the circle you'll see on the outside of the garment is already formed but the back is like a little tube. The eyelet tool has a specially shaped end that you put on top of the tube. And you're supposed hammer the tool to flatten out the tube part and make the eyelet attach to the fabric.
