Thanks! For the ruffles at the bottom, I used a gathering foot but still had to pull the threads some more myself to get a 3 to 1 ratio. I did buy a ruffle foot, too, but thought the tulle might easily snag on the prongs on the piece that automatically makes the tucks so I didn't actually try to use it on this. A few of the upper tiers I just pleated as it went through the machine when I didn't feel like doing the extra line of stitching to gather.
