I have a few Vogue patterns in my collection but this was the first time I actually tried to sew from one. I remember one of my instructors at Parsons complaining that Vogue tends to have a lot more pieces and be more complicated than McCalls and Simplicity so I had kind of avoided it before. ^_^;;
I didn't have any big problems with the pattern and the skirt went together pretty quickly (took me about 6 hours, including cutting the pattern and fabric). But I do think this one is more complicated; There's more asymmetry and more layers in some of the views than you'd find in a McCall's or Simplicity skirt.
As for fit, I made a size 12 (intended for a 26 1/2" waist according to the size chart) and it fit my 27" waist fine. Going by the size chart, my hips are a size larger but I didn't bother to alter since there were 6" of ease at the hips.
