There are 4 Japanese volumes of Shin PSOH so far; I have them all but can't read Japanese so I'm not sure what's going on in the more recent volumes. It seems that Tokyopop has liscensed it and will start releasing it in February 2008 so I wouldn't expect any more fan translations. It's nice that there'll be an English version but it's going to be a long wait. -_-

Yes, I will probably make D's 19th century outfit for December although I don't expect to start sewing for a few more weeks. ^_^
